Hi i want to buy the iphone 4 on pay as you go and unlocked. are they unlocked when you buy them? if not can they be unlocked. and also what’s this about micro sim cards?

yes, they are. in fact, all phones of any kind are unlocked upon purchase. about the micro sim cards, they are used to carry data. for instance, if you have too much data on one card, you can replace it with another one for more data.

Depends on where you buy them from.
The iPhone 4 in the US is locked to AT&T, either way you put it. Also you can not buy it on a PAYG option. Only contract or no contract (which $ 400 more). You can unlock them though through the combination of http://www.jailbreakme.com & ultrasn0w.
When you buy the iPhone in the US, if contracted, you will have to sign a 2 year AT&T contract.
In the UK, France, Canada & Mexico the iPhone 4 is available unlocked through the Apple Store only. These cost more than the no-contract options in the US though.
The iPhone 4 uses microSIMs which are smaller than the SIM cards you are used to. You can cut your current SIM to suit should you want it that way.
