I am looking for a free drawing program for a Android Tablet. I’ve tried getting GIMP, but for some reason it doesn’t work.

GIMP isn’t for Android. It’s for Windows, Linux or Mac.
Why don’t you go online and see if http://www.pixlr.com works in your browser.
