Depends you can always upgrade a pc and if you get a Windows 7 tablet you can upgrade that. Keep in mind though that windows 7 only runs on intel processors which use more battery than devices like the ipad or Android tablets that use ARM processors which don’t use as much battery, but aren’t as powerful either.
